AN ACT TO AUTHORIZE APPROPRIATIONS BY THE BOARD OF COMMISSIONERS OF THE CITY OF HENDERSONVILLE FOR INDUSTRIAL DEVELOPMENT AND OTHER PURPOSES, FROM SOURCES OTHER THAN TAX FUNDS.

 

The General Assembly of North Carolina do enact:

 

Section 1. The Board of Commissioners of the City of Hendersonville is hereby authorized and empowered to appropriate and set apart annually a fund in such amount as said board shall in its discretion determine annually to be desirable and necessary to carry out the provisions and purposes of this Act.

Sec. 2. The said board is hereby authorized and empowered to appropriate annually and set apart said fund as authorized in Section 1 hereof, in its discretion, from any funds from any source or sources of revenue coming into its hands other than funds derived from taxation.

Sec. 3. The said fund when made available and appropriated annually as authorized by this Act shall be used and expended by said board, in its discretion, for the purpose of obtaining or aiding and encouraging the locating in the City of Hendersonville of manufacturing, industrial, business and commercial plants and enterprises, the agricultural development of the City of Hendersonville and surrounding territory, the development of resorts within the said city, the advertising of the suitability of said city and the advantages it has to offer in connection with the foregoing and for such other purposes as will in the opinion of said board enhance the general and material welfare of said city. It is hereby found and declared that the annual setting apart and the raising and providing for the fund as herein set forth and the expenditure thereof as herein authorized for the purposes aforesaid constitutes and is for a lawful public purpose and that said expenditures are in the public interest and will promote the public welfare.

Sec. 4. The said board is hereby authorized and empowered to make such contracts and employ such agents as may be desirable and necessary to carry out the provisions and purposes of this Act.

Sec. 5. All laws and clauses of laws in conflict with this Act to the extent of such conflict are hereby repealed.

Sec. 6. This Act shall be in full force and effect from and after its ratification.
