SENATE BILL 156

 

AN ACT TO CHANGE THE PROCEDURES FOR ELECTION OF THE BOARD OF GOVERNORS OF THE UNIVERSITY OF NORTH CAROLINA.

 

The General Assembly of North Carolina enacts:

 

Section 1.  G.S. 116-6(d) reads as rewritten:

"(d)      The Senate and House of Representatives, in electing members of the Board of Governors, shall select from a slate of nominees made in a joint session of the General Assembly in each house as provided by resolution of that house.  In the event there is more than one individual who is seeking a nomination to the Board of Governors, the slate of nominees shall contain at least two nominees for any vacancy.  There shall be nominated from the floor at least twice the number of persons as there are vacancies to be filled.  The Senate and the House of Representatives shall elect one half of the persons necessary to fill the vacancies, with the Senate to hold its election prior to the House of Representatives.  In the event that an odd number of members are to be elected, the House of Representatives shall select the additional nominee.  In 1973 and every four years thereafter through 1989, the Senate shall elect at least one woman and one member of a minority race and the House of Representatives shall elect at least one member of the political party to which the largest minority of the members of the General Assembly belong.  In 1975 and every four years thereafter through 1987, the Senate shall elect at least one member of the political party to which the largest minority of the members of the General Assembly belong and the House of Representatives shall elect at least one woman and one member of a minority race.  In 1991 and every four years thereafter the Senate shall elect at least two members of the political party to which the largest minority of the members of the General Assembly belong and the House of Representatives shall elect at least two women and two members of a minority race.  In 1993 and every four years thereafter the Senate shall elect at least two women and two members of a minority race and the House of Representatives shall elect at least two members of the political party to which the largest minority of the members of the General Assembly belong.  In 1989 and biennially thereafter, these elections shall be held during the first 30 legislative days of the regular session after committee assignments."

Sec. 2.  This act is effective upon ratification.
