HOUSE BILL 1321

 

AN ACT TO INCREASE THE SIZE OF THE WINFALL BOARD OF COMMISSIONERS FROM THREE TO FOUR AND TO INCREASE THE LENGTH OF THE TERMS OF THE COMMISSIONERS FROM TWO YEARS TO FOUR YEARS.

 

The General Assembly of North Carolina do enact:

 

Section 1. Chapter 342 of the Session Laws of 1971, being the charter of the Town of Winfall, is amended by rewriting Section 3 thereof to read as follows:

"Sec. 3. The officers of the town shall consist of a mayor and four commissioners. The mayor is entitled to vote to break a tie vote among the commissioners, but in no other case. The mayor shall be elected as provided in the General Statutes of North Carolina. In 1973, the two candidates for commissioner receiving the highest number of votes shall be elected to terms of four years, and the two candidates for commissioner receiving the next highest number of votes shall be elected for terms of two years. In 1975 and thereafter, all commissioners shall be elected to terms of four years."

Sec. 2. The additional seat on the Board of Commissioners of the Town of Winfall created by this act shall be initially filled by Shelton Morgan.  His term shall commence upon the ratification of this act and shall continue until the expiration of the terms of the three other members of the Board of Commissioners.

Sec. 3. This act shall become effective upon ratification.
